The Parliament of Navarre Awarded Without Tendering 9 out of 10 Contracts

DescriptionNine out of ten contracts of the Parliament of Navarra between January 2013 and March 2015 were awarded to companies without going through a bidding process. The law allows that, if certain limits are not exceeded, contracts can be attributed directly. So did the Provincial Parliament with 534 contracts, which totaled 1.1 million euros. This investigative report shows the 182 companies that were contracted by the Parliament and the amount of money each one received during the last two years of the Legislature. This two issues serial publication includes an analysis of the companies that received more money and more contracts, a video that explains how the contracts were awarded and which were the more expensives, a seeker and a word cloud by companies’ name and a geolocalized map with their locations. The data was all extracted from documents in pdf published in the transparency portal of the Parliament of Navarre and unified by a team of five in one downloadable database accessible to users.
What makes this project innovative? What was its impact?This is the first time a local media in Navarre uses data journalism for auditing public finance management of the Navarre Legislature. The report is a detailed scrutiny that put the spotlight over more than 3,7 millions of euros discretionary distributed by the legislature leaders of the past administration.
Technologies used for this project:All the project appeal is designed and developed using a Wordpress template. There is a video that shows how the contracts were distributed. This video was made with Adobe Premiere. An interactive word cloud allows users search which company has received more money based on this contracts. In the right there is a ranking-list that to search for a specific company. If we hover any company with the mouse, we will get information about how many contracts got this company, how much money has received, a comparison between direct and tendered contracts and the percentage of total contracts of Parliament. This visualization was developed entirely with jQuery and D3,js. Finally, there are two heat maps about the regions that receive more contracts displayed in two tabs (Spain and Navarre). This last visualization was made using Mapbox.js for drawing regions and jQuery to detect hovers and tooltips management.
